Import Export code in India is given by Director General of Foreign Trade. It is needed to import or export any goods or services in and outside India. However import and export of services are exempted to obtain IEC Code and they are required to obtain the code only if they want benefit under Foreign Trade Policy

After the launch of GST, DGFT has changed the mechanism of giving code, now the 10 digit IEC code is nothing but your PAN number but you still need to apply to get the certificate.
